, but linda yee tells us why others are fighting this plan. >> reporter: oakland's north gate area is working to improve its image. plans for a parolee reporting center isn't getting a huge reception here. many neighbors are scared and angry. >> it's really just a question of if you've got a neighborhood that is already kind of economically fragile, i mean, how will this affect the bakery that's going to open across the street? there are a couple of medical facilities across the street, where there are people who are more vulnerable and can we really say people will be safe? >> how are the job descriptions coming along? >> reporter: rehabilitation and treatment program wants to help parolees here with education, job training, and drug counseling. >> we're not importing parolees. the project only serves parolees from oakland. >> reporter: center point case managers say the people they want to help want to give up crime. >> the parolees, the participants actually start to take ownership and proprietorship of the program. so people can, cannot come around and do crime in that area because they k
